Even after the first contract for New York City hotel and restaurant workers had been signed, some of the larger hotels held out and refused to sign. Here, in 1940, workers picket the Savoy-Plaza and protest management's refusal to recognize the union and sign the contract. Note once again the well-dressed pickets. When do you think dress codes for pickets and other activists changed?
